Bill Ralls is a former gubernatorial appointed state public utility commissioner . He is an attorney at law admitted to practice in Arizona and Michigan. He is Commissioner Emeritus of the National Association of Regulatory Utility Commissions and provides utility consulting with state utility commissions throughout the United States. He currently serves as a board member on the Advisory Council of the Thunderbird School of Global Business in Glendale, Arizona, and is a Class Agent of the Harvard Law School. He was educated at Yale University and the Harvard Law School.
